C1 proves the host, the certificate, sign-in against the existing operator identity, and the exact-match proxy in front of the operator surface. It builds no feature.
The sidebar entries above are disabled and each states the work item that fills it — a control an operator may not use is absent or visibly disabled with a reason, never dead.
